Canadian Conference of the Arts national conference on the status of the artist, November 19
The Canadian Conference of the Arts national conference was held on November 18-20, 2004 in Regina. Members of the arts and culture community gathered together at the conference to discuss how to move forward on the status of the artist issue.
The Conference helped to raise awareness of status of the artist initiatives in effect or in development across the country and to foster discussion on future priorities.
CAPPRT offered an educational presentation about the federal Status of the Artist Act and the Tribunal on the first morning of the conference. The actors were John Van Burek (CAPPRT Member) and Josée Dubois (CAPPRT Executive Director). Notes for the presentation were distributed to conference participants.

Annual Report 2003-2004 celebrates Tribunal’s 10th anniversary
As the Tribunal enters its tenth year of operation, we are issuing a special edition of our annual report. In it, we look back at the events that led to the enactment of the Status of the Artist Act and the creation of the Tribunal. We also review how we have been meeting the challenges of encouraging constructive professional relations between self-employed artists and producers in the federal jurisdiction, and describe how we operate as a model small agency, contributing to the federal government’s central goals of effective management, transparency and efficient operations.
Status of the Artist Act Annotated
The Status of the Artist Act Annotated has been reedited by the Legal Services of the Tribunal. It is now available on the Tribunal’s Web site and will no longer be sold in paper format. The Annotated Act contains all provisions of the Status of the Artist Act with cross references to similar provisions in other federal labour satutes and includes relevant excerpts from the Tribunal’s decisions.

The Federal Court of Appeal delivers its judgment regarding the Attorney General of Canada’s application for judicial review of decision 2003 CAPPRT 041
During the hearing held on May 18 and 19, 2004 in Montreal, the Attorney General argued that the Tribunal had erred in including certain professional categories in the bargaining sector for which the federation composed of the Association des professionnelles et des professionnels de la vidéo du Québec and the Syndicat des techniciens du cinéma et de la vidéo du Québec was certified. The Court determined that the Tribunal had not exceeded its jurisdiction and denied the application.

The fourth edition of the Tribunal Procedures now available
The Tribunal Procedures have been reedited by the Legal Services of the Tribunal. This fourth edition is now available for free on the Tribunal’s Web site. Paper copies can also be obtained by communicating with the Tribunal Secretariat. The Tribunal Procedures are intended to provide artists, artists’ associations and producers with guidelines to the operations of the Tribunal.
Final decision in file 1340-03-002 in the matter of a reference under section 41 of the Status of the Artist Act involving Canadian Actors’ Equity Association (CAEA) and the National Capital Commission (NCC); issued April 1, 2004.
