Summary of one scale agreement (others to follow)

Writers Guild of Canada (WGC) and National Film Board (NFB)

Renewal Agreement: Effective July 10, 2010 and expires December 31, 2013. [F101]

Application: Writers in Canada contracted with respect to script material in any other language than French. [A102]

Remuneration Adjustments: 0% increase for the first two years and 2% increases in 2012 and 2013. [Section C] The Production Fee has been increased by 1.5%. [C704]

Pension and Insurance: For insurance purposes the NFB shall contribute an amount equal to 5% of the WGC member’s gross fees, and for retirement benefits the NFB shall contribute an amount equal to 6% of the WGC member’s gross fees. The NFB shall deduct, for retirement purposes, 3% from the Writer, Story Editor, or Story Consultant’s gross fees. [A2201, A2202, A2203]

Copyright: All rights negotiated between the writer and NFB shall be in the form of a license from the writer to the NFB for a specific use during a specific term. The writer’s copyright is the copyright in the writer’s material, and it shall not be assigned. [A701]

Co-Production: The agreement and rates apply to co-productions when the NFB’s financial participation is greater than 40% of the budget, where the co-producer is not a signatory of the IPA. The agreement also applies to any party who is sub-contracted work by the co-producer. [A304]

New Media: For an animated linear digital production, a writer shall be paid no less then the minimum script fee as in Article C3. For all other linear digital productions, a writer shall be paid no less then the minimum script fee as in Article C1, C2, C4, and C5, prorated in five minute increments. [E102]

For non-linear digital production the writer and NFB shall negotiate a fee based on the: number of days work required and paid a daily rate; length of production or by stages; or the numbers of pages in the script material. [E103]
